The government coalition made up of the SPD, Greens and FDP has focused on the details of the legalization of cannabis agreed. The law could come into force on April 1st, but must first be passed Bundestag and the Federal Council are approved. Federal Minister of Health Karl Lauterbach is aiming for adoption in Parliament in the week of February 19th to 23rd.

The new rules are intended to modernize drug policy, strengthen prevention and improve the protection of children and young people. There are also efforts to decriminalize consumption and Black market to fight. The effects of the law on the protection of minors and organized crime should be reviewed “in a timely manner”. The expertise of the Federal Criminal Police Office will also be included.

There was hardly any change to the content of the original plans. From April 1, 2024, home cultivation and possession of certain amounts of cannabis will be legal for adults, and from July 1, too shared cultivation in clubs. The legalization of cannabis was already provided for in the traffic light coalition’s coalition agreement. SPD domestic politicians had previously had concerns about the law’s passage delayed.
