How can we prevent the cold wave from coming?

On November 5, the Central Meteorological Observatory issued “four warnings” – simultaneously issuing an orange warning for blizzards, a blue warning for cold waves, a blue warning for strong winds, and a blue warning for severe convective weather. It is expected that the country will be affected by strong cold air in the next three days. There will be cooling rain and snow in the region. The weather situation is complex and many types of weather will have a greater impact.
“This round of strong cold air has a large impact range, strong intensity, complex rain and snow phases, strong convection, and extreme snowfall.” Fang?, chief forecaster of the Central Meteorological Observatory, reminded that attention should be paid to agricultural and animal husbandry production, transportation , energy supply and other aspects of impact.
The intensity of snowfall in some areas may exceed the historical extreme value for the same period
The Central Meteorological Observatory predicts that this cold air will affect the northwest and central and eastern regions of my country, with temperatures generally dropping by 6 to 10 degrees Celsius. Especially in parts of central and eastern Inner Mongolia, central and southern Northeast China, and Jianghuai, the temperature drop will reach 12 to 14 degrees Celsius, with local temperatures reaching over 16 degrees Celsius.
Along with this cold air, there will be relatively obvious rain and snow weather in the central, eastern and northeastern regions of Inner Mongolia, with the main precipitation period concentrated from the night of the 5th to the 6th. Among them, heavy to heavy snowfall will occur in eastern Inner Mongolia, Jilin, western Liaoning, and Heilongjiang, and extremely heavy snowstorms may occur in southeastern Inner Mongolia and southeastern Heilongjiang.
According to Fang?, this weather process has distinctive characteristics. The scope of influence is large, and the northwest and central and eastern regions of my country will be affected by this cold air. Moreover, strong wind cooling intensity is strong, and strong winds in the north of the Yangtze River Basin generally reach level 5 or above.
At the same time, the phase of rain and snow is more complex. Fang said that this round of weather includes not only rain and snow, but also sleet and freezing rain. Freezing rain may occur in central and northern Jilin and central and eastern Heilongjiang. Freezing rain may occur locally in Harbin, Jixi, Mudanjiang and other places from the early morning to the afternoon of the 6th. Compared with the freezing rain in the Northeast, thunderstorms, strong winds and short-term heavy precipitation will occur in Jiangnan and other places.
It is worth noting that the intensity of snowfall brought by this cold air is quite extreme. “It is expected that the intensity of the entire snowfall during this weather will reach the level of a heavy snowstorm. The amount of snowfall in the Northeast and central and eastern parts of Inner Mongolia may reach 10 mm to 30 mm, and more than 40 mm in some areas, approaching or possibly breaking through history. Extreme value in the same period.” Fang? said.
Agriculture, animal husbandry, transportation and other industries must do preventive and response work
Fang pointed out that this round of cold air will have varying degrees of impact on agricultural and animal husbandry production, transportation, energy supply and other aspects, and beware of weather effects such as “wind blowing snow”, “blizzard” and “freezing rain”.
In terms of agriculture, greenhouses will be greatly affected. Heavy snowfall and strong winds can easily cause greenhouses to collapse and their membranes to be damaged, causing losses. For this reason, meteorological experts suggest that windproof and reinforced greenhouses should be carried out in advance, and measures such as adding windproof ropes and strengthening scaffolds should be promptly taken; during snowfall, the snow on the upper part of the greenhouse should be cleared in time to avoid collapse of the greenhouse and affecting lighting; control should be done well. The indoor temperature and humidity of the greenhouse can prevent freezing damage and diseases of crops.
In terms of transportation, rain, snow, and cold waves can easily cause reduced visibility, slippery roads, icy roads, or snow or snow obstructions, causing traffic congestion and accidents. Meteorological experts suggest that snow and ice removal should be carried out in a timely manner, and the elderly, children and people with weak constitutions should try to avoid going out during snowfall periods. At the same time, the wind is strong at sea, and shipping and fishing boats need to pay attention to safety.
In terms of ensuring energy supply, freezing rain plus humidified snow will cause snow accumulation or weak icing on power or communication lines. It is recommended to strengthen the inspection, maintenance and reinforcement of power, communication and other lines and facilities. In addition, the temperature will drop significantly during the rain, snow and cold wave, which will increase urban and rural residents’ demand for electricity, heating and other energy sources, and the demand for the deployment and supply of coal, electricity, oil and gas and other energy sources in the affected area will also further increase.
In response to the impact of this cold air process, various regions have strengthened forecasts, early warnings and refined services to prevent and respond to possible meteorological disaster risks. For example, Inner Mongolia has encrypted weather consultations to continuously produce “short-term regional weather forecasts”, “medium-term daily weather forecasts”, “cold wave blue warning information” and other information, and issued pastoral weather forecasts to remind pastoral areas to protect livestock from cold and warmth. Jilin has made emergency preparations in the expressway service area to prevent “wind and snow” from causing congestion in the service area. It has also set up dedicated personnel for management and protection at key road sections and important intersections with extremely steep slopes on national and provincial trunk lines. The Shaanxi Highway Bureau has strengthened inspections on high-risk road sections, and the Yulin City Heating Company has strengthened command and dispatch based on weather forecasts to increase heating intensity to ensure heating supply needs.
